A Bari credit lines judicial concern for 75 percent of abused children, in Taranto, 93 against a national average of 58
The recent cancellation of the publication of Regional Regulation implementing the Law on No social services
The Apulian population is demographically younger than the national. In 2001, ISTAT has detected more than 1,300,000 families in Puglia. Of the approximately 719,000 couples with children, more than 63% have at least one child (3 percentage points higher than the national average).
Act 285 of 1997, initiated a process of promoting the rights of children and adolescents. Even then it appeared to be the Puglia region of Italy most "at risk". In fact, of the twelve "city center", and identified throughout the country to which it was intended as much as 30% of large funds, the three were from Puglia: Bari, Brindisi and Taranto. Still things have not changed much.
Another worrying fact that indicates the severity of the condition of child labor in Puglia is the presence of three Juvenile Courts (Bari, Lecce and Taranto). Many, when you consider that only four are in Sicily and other regions, practically, there's only one or at most two.
Today increase the offenses committed by minors in Puglia. In fact, the percentage of minors charged is higher than the national one point. So how are increasing the mistreatment of minors.
The provinces most affected are those of Bari and Taranto, whose respective juvenile courts in 2001, court decree conferred, especially in communities and institutions, a percentage much higher than the national average. Indeed Bari holds 75% of credit Taranto court and 93%, compared with 58% of the national average.
The situation is so dramatic, but nevertheless, the community educational institutions and day care centers run by religious organizations or cooperatives, which receive children are often brought to their knees by the chronic lack of funding that municipalities should provide adequate lines. However, compared with fees so low there are the right measures of regional and structural adaptations number of operators to be used alongside the children in need. But, with what resources to operate? Sometimes in turn affects the quality of the service, to the detriment of patients.
The problem, in my view, lies in a cultural no will, and return policy, to address and resolve the issue of child that we may historicized be like the south.
long as the political and cultural axis will not move toward the children and adolescents, taking the evolutionary perspective, we will deal with them only in a gutter, as in the case of pedophilia, not to activate concrete structural economic resources to tackle the issue in its entirety.
